Gore-Tex is one commercially available.

Otherwise, when using any liquid through micro-channels, you want to degas
it as much as possible. One way is to put it into an ultrasonic bath for a
while while heating.

You might also use a surfactant to help the bubbles move along if they're
getting stuck to the channel features.

What kind of gas-permeable membrane could be used? Are them commercial
available?
I suffered same problems. If you have any link / paper related would be nice
