Adrian,
You are correct that plasma oxidation will increase the hydrophilicity of
the surface. My understanding is this should also generate carboxylic acid
(COOH) or other functional groups, hence the decrease in contact angle.
This may offer a route to chemically modifying the surface such as using a
carbodiimide chemistry etc. This is why I mentioned plasma oxidation.
Yes, PC is relatively hydrophobic but I would like to make it more so.
