Arif- von Mises stress is a stress-invariant which is used in yield criteria for materials. A brief explanation can be found in Roark's Formula for Stress & Strain. As a stress-invariant it is calculated independent of the coordinate reference frame and it does not carry directional stress information, such as normal and shear stresses, but carries enough to identify hot-spots where failure might occur.
