One can find out the dielectric constant using microwave loss by using larger films and then studing (epsilon' and epsilon'') I think many university will have impedance spectroscopy equipments. You can measure yourself also by making simple instrument and coat Al contacts on which u make thin film of polymer and then one more layer of Al contacts and measure capacitance.
