When LCD adhesion to ITO became a problem the cure was to abrade the ITO with a velvet glove. I kid you not. Then a move to a wet chemical adhesion promoter OCTES. Then a move to vapor OCTES for better adhesion. If the OCTES which is only one molecule thick would not impede the plating process, I can offer you a free trial of vapor OCTES.
