It's a GUI for writing Web pages -- somewhat like Mozilla Composer, but
more of an industry standard (last time I checked).  It lets you do
things like put/get pages to modify via FTP or other protocols.

The reason I mentioned it is that if PTL files could be edited by
people with such tools, it could do a lot to make Quixote more accessible
to non-programmers.  Not sure that's a goal, tho.  Don't think it should
be.  But it'd be a neat hack ;).
