When I run setup.py install on Windows, I get an error that cl.exe
cannot be found.  (cl.exe is the name of the windows C compiler.)

Firstly, is the expected behavior?  I thought there was a fallback to
a Python implementation of the htmltext stuff.

If this is the correct behavior, how can I build an installer for
Windows users that don't have cl.exe?  I have XP and Visual C++
here--if I compile with that, will it work on Win 9x?  (drifting
quite a bit off topic here ...)
