As in a python lib that generates a menu in pure HTML? Or a tree-like
menu in HTML without javascript but not necessarily "auto-generated"?

I'm not sure what you mean, but anyway here's a really good resource for
HTML/CSS lists in general:

http://css.maxdesign.com.au/listamatic/

I'd think you could use the CSS from one of these and just generate
plain HTML lists, relying on the CSS to present a tree or whatever.
