Sorry people.  I'm an idiot.

I had a .htaccess file with the following gem in it:

AddHandler cgi-script .fcgi

That was probably copied from something created months ago
(for Quixote-0.3) when I wanted to run a script without fastcgi
(Or didn't understand what it was).

Of course, that prevented mod_fastcgi from executing the script,
and I guess I was hallucinating when I thought that fcgi-
was spawning the correct process.

My apologies, everyone, but you were helpful by getting me to think.
