I use Apache 1.3 and SCGI on Mac OS X which work great together.  I've had
issues with POST using Apache 2 and SCGI 1.2a2 on Mac OS X *only* (it is
alpha afterall ;) ).  You can still use Apache 2 on linux without any
hassles switching between the two platforms.
