As for the regular Quixote distribution, the standard format
seems to be ReST.  Regrettably, extensive documentation,
outside the source code itself, is not likely to be well maintained,
and even less likely if, as in the case of internal documentation,
it isn't completely clear what person is responsible for keeping
it current.  To me, the wiki, seems like a better place for material
of this type.
