This works for me:


SCGIMount / 127.0.0.1:3000


and starting quixote/server/scgi_server.py with no arguments.

This is with apache 1.3, quixote 2.1, scgi 1.5.

I do see the error you see when the SCGIMount directive is not in
a VirtualHost.
