Marketing them equally requires only a change in terminology.  Say
"Quixote *has* a publisher and other things" rather than "Quixote *is*
a publisher that includes other things".  That'll encourage people to
install and use Quixote even if they don't want the publisher.

(I would argue the modules should be distributed separately, but they
are so small this wouldn't be worth it.)
