It seems you are having problems with adhesion.  Some gold electroplating
solutions have a high pH (>10), which can attack some kinds of photoresist.
You might try finding a solution with a lower pH, such as a non-cyanide
based solution.

You might also look at doing a post develop bake on the photoresist.
