Paolo, That is to prevent charge build-up that consequentially, might cause unwanted electric static discharge (ESD) that can damage the electronics. The general, most idealistic scenario is 60% humidity (plus other ESD-preventive handling procedures). In the satellite/space industry, there are guidelines that require the humidity of the assembly environment between 40 to 60%. Then again, it depends on the application of the device (it should). For lack of actual experience, I'm afraid I can't tell you if it's adequate at 20% or overkill at 60%.
