I stumbled across an inconsistency between Dulcinea (ui.util page
function) and QP's Publisher "page" method -- Publisher passes
**kwargs on to footer() while dulcinea.ui.util.page() does not.

Could **kwargs be added to footer() call within the noted page()
function? That'll make it consistent with the Publisher's page
method and neatly solve a "safe_respond" issue I am having.
