The __init__.py you have was copied from the one in qp/sites/
__init__.py.
I can see how this seemed like a reasonable thing to do, but it
doesn't work.  The qp/sites/__init__.py is tricky because it allows
you to put your site packages in other places in the file system,
while still having access to them as subpackages of qp.sites.

Anyway, I'm glad we've got you back on the right track again.
